
Maguire misses Festival after receiving a 14-day ban at Ludlow on Wednesday.
Maguire, who missed last year's meeting due to injury, was incensed by the decision and vowed to appeal against it.
He said: "I will definitely be appealing as I am not happy with the decision."
The jockey was riding the Ben Pauling-trained Born To Succeed as part of his retainer for leading owners Paul and Clare Rooney. Both trainer and jockey were found "guilty of schooling/conditioning the horse on the racecourse" by stewards. Like Maguire, Pauling plans to appeal against the decision.
Born To Succeed finished seventh in the 2m maiden hurdle at Ludlow, beaten 23¾ lengths, with the Racing Post comment reading: "Took keen hold towards rear, headway and reminder 6th, reminder approaching 3 out, no impression on leaders after."
At a subsequent inquiry, stewards noted Born To Succeed had "appeared to have been tenderly ridden in the home straight" and interviewed Maguire and Pauling.
Maguire told the stewards that Born To Succeed "became very tired at the entrance to the home straight, was not quick enough to take any gaps and did not jump well in the closing stages. Therefore he felt it prudent to keep a good hold of the horse."
Pauling, who confirmed Maguire had ridden to instructions, added the five-year-old Born To Succeed was an "extremely nervous horse at home".
The Ludlow stewards found Maguire in breach of Rule (B) 59.2 in that he "intentionally failed to ensure that his horse is run on its merits". He was banned for 14 days including each day of the Cheltenham Festival next month.
Pauling, who has been enjoying a successful season, was fined £3,000 for breaching Rule (C) 45.4, while Born To Succeed was suspended from running for 40 days.
Maguire was forced to miss last season's Cheltenham Festival after breaking his sternum and having part of his liver removed following a fall at Stratford on the eve of the meeting.
