Going off my experience last year, most online bookies will wait for final decs before returning your stakes. I have a few still sitting with B365 and PP at the moment that the horse hasn't even an entry and its sitting there in limbo.

I can understand them holding off the graded races as horses can still be supplemented but they should settle the handicaps now. BetVictor have returned non runners if anyone uses them.
