The cynic in me says this 'about turn' is because they acted in haste and have come to realise the carnage their actions could have/have created in the markets, possibly been discussion with leading bookmakers to understand the potential impact.
And of course it could all have been avoided had they been patient, waited for their Irish counterparts to complete their investigation and then acted accordingly....
Cynically (look, I work in marketing and comms planning, I think cynically at all times) I think the about turn is that it hasn't developed into as big a story as maybe they thought, but I think their biggest fear was Gordon on TV during the fest going "JUSTICE!" after every winner. If a temporary change of trainershipis approved and the winners are much more "this is validation for the rank and file who did nothing wrong" is a better PR story

Exactly Ista. Much more measured and sensible approach. And makes their initial announcement look even more stupid. To think there were plenty in racing that were praising them at the time too.

Yeah I get that, I just think it’s unprofessional to jump to immediate and often emotional conclusions and an authority should know that.
Nothing wrong with ‘we’ll make a statement and take necessary action if appropriate when the IHRB have concluded their investigation’ approach, sure there’ll be a few animal rights activists moaning on twitter but far better to make the right decision after considering all facts than to make a wrong call and look stupid.
And don’t underestimate the impact their call has already had on the festival already...

I think you're bang right, clearly us Supply Chain folk share your learned-cynicism!
The general mood seems to have shifted significantly today toward being a lot more forgiving of Gordon. Plenty of jockeys, trainers, owners, racing managers etc in Ireland all given messages of support for him on Twitter today. The rowing back from the BHA a big step in the right direction toward diffusing the situation too.
