It will of course impact some operations but, and its an important but, Gigginstown, CPS, RR, Morans, Donnelly's etc are all examples of owners that would take a 19% hit like that without blinking, especially knowing they will get it back. Therefore the vast majority of Irish horses that impact the quality of the festival will make it, despite potentially few coming over overall.
