I've always hoped at some point someone with the clout to do so would basically say enough is enough and the bookies can't keep playing by their own rules and they should actually be a bookmaker and take bets, a naive and simplistic view i know, when people with the authority to do anything are probably doing well out of said bookies so will be happy to continue as it is !
