I think this has been discussed before, but I can't seem to remember. What's the deal with getting a handicap mark from the BHA, can anyone just e-mail them and request this?

Does anyone know much about Oliver McKiernan and Cheltenham? I don’t think he’s had a runner in GB never mind Chelts. Am wondering if there’s a reason behind this or or whether he just feels he hasn’t had one good enough previously. Follow the Plan won the Aintree Bowl and ran in the Arkle.
Probably his two best horses and he went to Cheltenham once each with them.
