Correct. Although I initially spoke in jest, a horse self certifying is actually similar to someone phoning in sick to work. In a horse's case, the trainer can declare a non runner if they think it is unfit to run without a need for a vet, same way a person can phone in to work and not need a doctor's note for the first few days.

If that happens, the horse can't run anywhere else for a set period of days in order to prevent the self certifying process being abused by trainers.
