One thing I couldn't be entirely certain of is whether the horse needs to have been declared at every declaration stage for that to apply, I assume it does but if you are a trainer/owner and you know there's a chance you'll get balloted out you should/will continue to declare the horse as all fees are repaid when you are officially balloted out.
