I'd say a shrewd owner would and should definitely take into account the strength of support in the betting (therefore punters as a collective).
Of course they don't have to be swayed by it whatsoever (it's their horse), but they should consider it for sure, as the popular opinion or consensus is more often right than wrong.

There have been hundreds of posts that list bets made because an individual is assuming a particular target race simply on the basis of what he would do if he was in charge. They then call out connections who opt for a different race. Tough.
