Regarding when, no real right or wrong but before an intended race entry or when a horse isn't being talked about would be wise. So many try to get one priced with recency bias with eyecatching runs etc ,would be wise to avoid doing the obvious.

My basic answer would have been that it means the horse isn't responding positively to the whip (or not putting in more effort than before it was used)

If a horse wags their tail during their races they are using up unnecessary energy and not concentrating on their job, some horses flash their tail in protest hen knuckle down and get on with it, but it can never be a positive....
